Overview
We undertook the conceptualization and design of the Digital Health Architecture and Blueprint (DHAB) for the Republic of Mauritius. This consulting assignment was funded by the UNDP. Its aim is to help realize the Ministry of Health & Wellness' vision of a healthy nation through the strategic use of information and communication technology.
The DHAB proposes a future state for the digital health system (DHS) by detailing architectural paradigms such as Zero-trust Architecture (ZTA) for trustworthiness and Service-oriented Architecture (SOA) for adaptability. It elaborates on essential building blocks including identity management, access control, consent, interoperability, and a single source of truth for health records.
Furthermore, the DHAB includes a National Interoperability Operational Plan addressing standards, data exchange, governance, and public engagement. It also considers critical aspects like data privacy aligned with national legislation, security measures, and the impact of demographic shifts on future healthcare needs.
Our work also includes a detailed five-year roadmap, aligning with the objectives of creating an integrated, efficient, and citizen-centered health system. Finally, we address skills and capabilities of the healthcare workforce, and identify areas where IT skills need to be shored up.
